Make sure you tell it in menuconfig to show developmental/experimental
options. Its under the first option when you open menuconfig (can't
remember where it is exactly, and I'm not at my linux box right now
(work :( )), then check where you can enable filesystem support and it
should show up.

File systems --->
~  [*] /dev file system support (EXPERIMENTAL)
~  [*]   Automatically mount at boot

As far as I know, the xfs kernel should have devfs.
