First of all, emerge ufed and use it to select and deselect use flags. Doing it by hand is much more tedious and error prone.

Yes. They are described in /usr/portage/profiles/use.local.desc and /usr/portage/profiles/use.desc. However, these descriptions are incorporated in to ufed so use that to view them.

You'll find that you won't need all the extra functionality.
