Do you have other rules which are working? Are you sure, that postfix
hands over the mails to procmail?
Check that there is no file $HOME/.maildir/gentoo-user and try this
settings:
MAILDIR=$HOME/.maildir/
DEFAULT=$MAILDIR
:0
* ^List-Id:.*gentoo-user\.gentoo\.org
$MAILDIR/gentoo-user/
If it still doesn't work, turn on the verbose output to a file.
