If I remember correctly, it does by default.

Have you got the sshd running? If not:
/etc/init.d/sshd start

If connection is still refused, try editing:
/etc/ssh/sshd_config

and restart the server:
/etc/init.d/sshd restart

(btw. how have you configured your firewall?)
