Hi Mark, I run an Apache Tomcat server (on Windoze (sorry!), not Linux, but it is Java, so it will run on Linux too). Tomcat has support for WebDAV built in.
Once you have the server running (and permissions configured), Windows users can just add your server to their "My Network Places", open up the "place'", and then drag n' drop files into it. And it uses secure HTTP, so security should not be an issue. It works well for me, except when transferring big files from behind a firewall (this is probably a firewall issue).
