Do you have "-D DAV" in your /etc/conf.d/apache2 ? Do you have a /etc/apache2/conf/modules.d/45_mod_dav.conf ? If not, then this explains the error. I have both and apache2 at least starts properly (although I haven't verified the SVN DAV interface actually works :) How did you disable mod_dav_svn in the ebuild?
