Yes, but I'm having the issue using ports > 1024:
$ python /usr/bin/pop3proxy.py -u 1025 -b SpamBayes POP3 Proxy Beta2, version 0.2 (September 2003), using SpamBayes POP3 Proxy Web Interface Alpha3, version 0.03 and engine SpamBayes Beta2, version 0.2 (July 2003).

This does work:
su -c " python /usr/bin/pop3proxy.py -u 1025 -b"
Is it only Python that has this problem? Do 'emerge netcat' and then run 'nc -l -p 1025' as a normal user.
