I read the forum entry on setting up ntpd (http://forums.gentoo.org/viewtopic.php?t=41099) and did everything except modify /etc/conf.d/ntpd.
I checked my time with the date command and compared it with http://tycho.usno.navy.mil/cgi-bin/timer.pl. The time as reported by date was not correct, but after running "hwclock --systohc" it was correct.
