Add 'acme' to your startup list. I believe the option is somewhere in Settings > Advanced > Startup.

I would assume you're unable to shutdown or restart your system as a normal user, because you don't have permission to perform that task. I can tell you it involves setting permissions on programs like /sbin/shutdown and /sbin/reboot. Perhaps somebody else could help you out there.
