I just installed openssl with :- emerge -k openssl
The output of whereis open ssl is:-

bash-2.05b# whereis openssl
openssl: /usr/bin/openssl /usr/include/openssl /usr/man/man1/openssl.1.gz /usr/share/man/man1/openssl.1.gz

Try 'USE="-ssl" emerge -k webmin' or even just drop the '-k'. Nothing is compiled for Webmin anyway. Its all Perl.
