You can put "-t 5" in the dhcp options in /etc/conf.d/net. This sets the timeout for dhcp to 5 seconds (you can adjust accordingly).
However, I would love to see the gentoo network start scripts to be able to detect link, and skip an interface if no link is found. I think they may be working on that...
