I'm afraid I don't get that sentence above. 

Ebuilds are masked in package.mask because they are known to have issues. 
Usually these issues are stated in package.mask.

If a new version of an ebuild is comitted it is usually ~x86 (testing) and 
when noone complains it goes x86.
