when i saw this post i decided i wanted to have danish, so i emerged
aspell-da, restarted evolution, and went to the thing in the menu you
described, and danish were there, i just enabled, and it works fine, no
idea what your problem can be, actually i can see that the only thing it
finds wrong here is "aspell-da" :)

so too :)
