Never mind. I knew as soon as I asked, I'd figure it out on my own. I did an 
"emerge galeon | grep ssl" and found these lines:

I was getting those warnings but it still compiled fine, just wouldn't run. I 
updated linc and now galeon works. At least it's now archived for the nest 
poor sap with the same problem
