Never mind. I knew as soon as I asked, I'd figure it out on my own. I did an "emerge galeon | grep ssl" and found these lines:
--- warning: libssl.so.0.9.6, needed by /usr/lib/liblinc.so, not found (try using -rpath or -rpath-link) /usr/lib/gcc-lib/i486-pc-linux-gnu/3.3.2/../../../../i486-pc-linux-gnu/bin/ld: warning: libcrypto.so.0.9.6, needed by /usr/lib/liblinc.so, not found (try using -rpath or -rpath-link) --- I was getting those warnings but it still compiled fine, just wouldn't run. I updated linc and now galeon works.
