It is in a poor location and one might interpret it that way. You most certainly can install it with any kernel, whether you use genkernel or not to configure your kernel. In case anyone's wondering, it's under the section heading "Using genkernel to compile your kernel". The section following this is labeled "Manual kernel configuration".
