i've heard that mplayer will do such things.  and some other's i've heard do a 
good job are cinelerra and kino.  but to be honest, for stuff like that, i 
just use virtualdub.  it's a windows app, but it rocks from on high:

  www.virtualdub.org

and it's gpl ;-)  any ideas as to what it would take to port it to linux?
