ln -si /usr/lib/libssl.so.0.9.7 /usr/lib/libssl.so.0.9.6

where libssl.so.0.9.7 is the new lib, and libssl.so.0.9.6 is the old lib
that the packages compiled against it are wanting.

As far as what packages need recompiling, any that were compiled against
the 0.9.6 libs.
