Try something like "env CCHOST=???? emerge gcc" to build a cross compiler. 
Just a guess looking at the ebuild. Make sure gcc-config is installed before 
use in the cross compile. Look at gcc-config -l so see if the cross compile 
profile is there (gcc-config is also a package wrapper for various gccs).

If you compiling natively I think -m64 in the CFLAGS in make.conf may do the 
job.  gcc --target-help may give you some more hints. (include std/disclaimer 
here).
