Everybody can propose a change to the social contract.

If you mean if someone has the access to the social contract, then all people
involved with the website can, but they aren't allowed to unless they have
the managers' consent.

I meant, if managers discuss and vote for some amendment to Social Contract, will they be able to carry out it?
Are they entitled to do such things?
As far as I understood, anyone can propose a change. Who is entitled to accept it?
