It's part of the system profile and defines which packages are the
default for virtual packages if none is installed.

That file is maintained by portage, but due to a few bugs it's sometimes
necessary to edit it manually. It contains a list of the installed
packages that provide a virtual package. So if a package needs
virtual/bla portage first reads /var/cache/edb/virtuals to check if an
installed package provides the virtual and if not it checks
/etc/make.profile/virtuals to install the default package for the
virtual.
