Well, I haven't tried this, but I believe if you go into your /usr/portage/licenses directory and remove the licenses you don't want to accept, Portage will not be able to install software that has that LICENSE= line. This is a big hack, though, and the next time you emerge sync you'll have to do it again; a script would probably be the best option, if you're really intent on making sure you only have "free" software installed.
