The routing and firewalling are built into the kernel, but you have to enable them in your kernel config to take advantage of the advanced routing and firewalling facilities. Also emerge iproute to install a variety of tools to control the built-in router, including tc and ip. emerge iptables to install the tools that configure it the firewall. I don't use a routing daemon so I can't help you there. All my routes are static.
