I have finally fixed my problem. My root fstab entry had nothing in the field which usually has "noatime" in it. Putting noatime in fixed it. Possibly without something in the field I had my subsequent fields off by 1, and 2.4.21 became pickier than previous kernels have been. Either that, or 2.4.21 doesn't like logging atimes.
