You are right here. For future reference, you could also take a look at the script itself if you are looking for a particular answer. Even if you don't understand the script, often there will be useful comments. You will probably see in the comments at the top of your /etc/init.d/net.ethX script a reference to /etc/conf.d/net for configuration. Actually, I don't know exactly when the values from conf.d/net are loaded, but I could only assume that it happens before the script runs (I can't find any place in-script where it is loaded - but I could be way off base here.)
