There are basically two conditions: 1. The package is masked. This means there is a known problem with it. 2. The package is marked ~x86. This usually means that there is not enough experience with the package to know whether it is really stable. The package is ready for testing. If you install the package and don't like it, you can always 'emerge -C <packagename>' to remove it from your system. Most packages in testing status won't break your system (exceptions are gcc, glibc, xfree and its drivers, etc.), but they may not work 100%. YMMV.
