as far as i know, kde is slotted. this means that if you have v3.1.4
installed and you emerge v3.1.5 you'll end up with two copies of kde on your
system. when you've logged out of 3.1.4 and into 3.1.5 and everything is
good, you can manually remove all the kde packages you don't need anymore:
emerge --unmerge \
kdebase-3.1.4 \
kdelibs-3.1.4 \
...
my only problem with the whole process is that you have to
grep /var/cache/edb/world for all the kde stuff you're removing (and don't
forget arts & qt).
