Sorry, don't know anything about devfs yet.

I ran into a very similar problem the other day trying to boot my Gentoo system from a backup HD. It turns out that it actually does mount /proc, but freezes on the next step...starting devfsd. Check to see if there are files in /dev on your Gentoo partition when you boot from the LiveCD. I had done the backup when my system was running, so all the device files were copied, also. Apparently, devfsd chokes really hard when /dev is already populated.
