Have you switched on the USB Device Filesystem support in the kernel?

Is the usb_serial module loaded? It might not get loaded automatically when 
you plug in the phone. Have you enabled Automatic kernel module loading in 
the 2.6 kernel? Also, you might try using hotplug, if you're not doing so 
already. (emerge hotplug && /etc/init.d/hotplug start)
  What phone are you using? It might be that it doesn't use the standard 
serial connection, but rather something different. However, I find it quite 
unlikely, since IIRC the use of a serial connection is part of the ETSI 
standard for GPRS phones.

When running 2.4* check which USB driver is running the pen. Then try to find 
the same, or a similar driver in 2.6*
