Looks like the place groff-1.18.1-r4.ebuild points to is gone (temporarily?)
Google found it here: http://debian.ludost.net/debian/pool/main/g/groff/ I'd just try to fix ebuild script by replacing: http://people.debian.org/~ukai/groff/ with http://debian.ludost.net/debian/pool/main/g/groff/ if you don't want to wait until it gets properly resolved.
