There was run of this many months ago.  In some cases, ntpd cannot
easily keep up the machine loses time so fast.  Certain applications
make it far worse - in my case it was a known problem with the gnome2
battery stat applet (for laptops) hogging cpu time when it checked the
battery status.  Some kde apps were implicated at the time as well.  Try
running from a console in single and see if you can isolate a particular
application or service.  Also pre-empt, system time slice etc may not be
helping.

ntpd or chrony is the only fix in some cases, but really all it does is
mask the symptoms, often causing extreem jitter in the process.
