Not at all, if you have APM support enabled in your BIOS and the kernel has it (APM support) enabled too then "/sbin/shutdown -h now" will indeed put your power off at the end of the run. Usually my kernels have both ACPI and APM compiled in, that way the kernel only uses one. If I pass the acpi=off option then the kernel will use APM instead, and at the end of the shutdown the kernel uses the APM bios to switch off the machine.
