I put my aliases, environment variables, etc. in /etc/bash.rc and I 
modified /etc/skel/.bash_profile to source this file.  Thus users get 
whatever is in /etc/bash.rc.

/etc/aliases which containes the common aliases like
  alias ls=ls --color
or such stuff.
