It is /etc/portage/package.mask...singular, not plural. Plus, you would use /etc/portage/package.unmask to UNmask packages.

What I did to prevent emerge trying to downgrade headers is to create /etc/portage/package.mask with an entry "=sys-kernel/linux-headers-2.4.22"
