Use a single script and have it check /proc/cmdline to see which runlevel/etc/init.d/functions.sh do this for u with the function get_bootconfig()
has been called.
this function set both BOOTLEVEL and DEFAULTLEVEL,
the variables to pass at startup are "bootlevel" and "softlevel" respectively
