I've never used the binary ATI drivers, but I am familiar with the binary nvidia drivers. I know in that case, there is really not too much difference, except that the NVIDIA binary drivers have 3D support, and the open-source driver doesn't. I suspect (but do not know) that there is a similar situation with the ATI drivers.
