I know what you are talking about. I used xfce4 for a long time and it
was a gripe of mine as well. You can quit the WM to either a desktop
manager or to the console but then you have to use either bash or the
desktop manager (gdm, kdm, xdm) to actually shut down. I griped to the
xfce4 list about this almost a year ago and the only thing they offered
was a tk program that basically ran 'shutdown -h now' or 'reboot'. Not
really their fault as they have a WM that suits them but I found it
annoying. Sorry this is probably not the answer you wanted.
