More , precisely this lines:

emerge hotplug
rc-update add hotplug default

AFAIK , hotplug manages all the hardware that may be plugged/unplugged at will 
( and network interfaces fall in this category ) under udev. 
Don't know if you need it without udev , never tried. Hope this helps.
