I think I have fixed the problem....

Inside of /dev/sda1 there was a symbolic link called boot pointing to .
I have no idea how it got there.

I mounted this as /mnt/scsi removed the link, remounted it as
/mnt/gentoo/boot and now all looks well:

/dev/sda3              8212408    657152   7138080   9% /mnt/gentoo
/dev/sda1                31713        13     30063   1% /mnt/gentoo/boot
