A bit general question ;)
phpmyadmin permit to easilly view and modify tables, to search by fields, to export also in excel format.
More complex stuff need a SQL knowledge.
Leave phpMyAdmin access to end users need a *gooood* knowledge in mysql/apache security,
leave internet access to phpMyAdmin IMHO is simply crazy
