Yes. Also if you do stupid things like upgrade to gcc 3.4 only to realize
it severely broke things and want to go back to 3.3.5...
Note, however, that you should avoid this for stage 2/3 builds as stated in
the gentoo handbook.
An example, lately for amd64 the only way to have personalized CFLAGS
was to install a stage 3 and then to "emerge -ev world", this because
was quite impossible start with a stage 1
