From analysing the /usr/bin/quickpkg script, here's mostly what they do :
- Get the pkg info from portage (used for dep analysing AFAIK)
- Make a tarball out of the files related to the package
- Join both of them to make the binairy package

I think Mike meant binary packages like, lets say, Neverwinter Nights, or
vmware.
