The one time it happened to me (and I don't know how) portage just threw
up an error message. But I think the point was about adding installed
packages to the world file. This can be necessary if a packages was
originally installed as a dependency of something else that is no longer
present, or if it was installed using the path to an ebuild. Adding it to
world prevents emerge depclean trying to remove it.
