Hi,
Haven't checked but you could try webmin if it has a module for pure-ftp
administration. It listens on 10000 port on any host ocal or remote
(standart setup), could also use SSL-recommended.

Webmin does have a ProFTPd module and its very good, strongly advise installing with SSL support (available with the SSLeay libraries) -- webmin is useful for a lot of other repetetive tasks too :) Personally quite fond of the 'Linux Firewall' module!
