Gentoo assumes that packages listed in a system profile will all be installed and working properly. this means that a c++ compiler, libtool, tar and some other rather necessary utilities are there, including a complete install of fex. binutils. if you just unpack a stage 1 tarball and try to go from there, you are in for your own little world of problems. please, go back and read the installation documentation on how to progress from stage 1 to stage 2 and then stage 3, in the process gaining a complete and working toolchain, and the necessary and assumed system utilities that packages know and expect to exist in a Gentoo system.
