The ati-drivers-3* require <xorg-x11-6.8*.
The ati-drivers-8* (~x86) work with any xorg-x11.

It's your choice what to merge.

To merge the newer, better ati-driver add it (and any deps) to 
package.keyword, with witth ~x86 keyword.

To use the older, more proven ati-driver (and avoid upgrades unsupported by 
it) add >xorg-x11-6.7.99 to your package.mask.

To forgo the use of the proprietary ati drivers: emerge -aC ati-drivers.
