as sayd from peter you need to add "sys-apps/baselayout ~x86" to /etc/portage/package.keywords, sorry people not noticed that.
after the
# emerge -av sys-apps/iproute2 sys-apps/baselayout
you will find /etc/conf.d/net.example that explain you all :)
