Isn't that a problem to have two en_GB defined, the last with UTF-8
which, I assume, takes over the ISO-8859-1 encoding?
Try:
en_GB/ISO-8859-1
en_GB.UTF-8/UTF-8

What is your locale here? Run 'echo $LC_ALL' or 'locale'
