This is a PAM issue and has been around for quite a while. Apparently PAM and UDEV (no experience with devfs, but might be the same thing) doesn't really like each other. Possible workarounds are to delete /etc/security/console.perms (move it to some other place, just in case) or to put udevstart in your local.start. It prevents PAM from resetting the permissions or let UDEV overwrite PAMs permissions according to its settings in /etc/udev/permissions.d respectively.
