The 2.6 kernel has options in it for building a tiny kernel for embedded
use. Things like busybox and dietlibc are in Portage too. You could easily
roll your own image for embedded stuff using chroot.

Most "embedded" distros build updates as binaries on a separate (faster)
machine. Using Gentoo to do this wouldn't be much different.
