With the little knowledge I have of glibc, to my understanding it
provides an interface for programs written in C. According to the FSF,
glibc is *the* C library ( http://www.gnu.org/software/libc/libc.html
).

Saying that, I think it's very well written and doesn't radically
differ with each release, therefore there should be no need to
recompile your entire system to take advantage of a new glibc.
